Basically, yes. Both are media that can hold data and with Windows Explorer you can copy from one medium to another.

Now, if this is a commercial DVD with a movie or other content (a concert or so) you may have problems because of copy protection measures that prevent you from taking a copy.
If the DVD was made on a computer from data (anything: movies, music, photos etc.) copying should be easy, just a matter of drag and drop.
