Verizon, Yahoo and Microsoft Windows 10
When I go on line with my Verizon WiFi and go to Yahoo
A pop up has been showing up today saying,
A new time zone detected, then with a link to
update my location. Doe's anyone know what this is?
Also, When I go on line with Verizon WiFi an Yahoo
the light on my computer blinks for about a moment and half
and looks like it downloading something.
Are they tracking me?

I guess you allowed Windows 10 to use your location and share it with others.
I could not replicate this behavior because I have set almost everything in the Privacy settings of Windows 10 to 'off', including anything location. None of MS's business where I am.
I also always log out from any site when I'm done (and I only log in when I need to.)
Are 'they' trying to track you? Yes, they are. Be it Microsoft, Google, Amazon, Facebook, Yahoo or any commercial site, they all try to find out what you do online, where you go, what you do there, you name it.
I, being a privacy aware person, do as much as I can to protect my privacy and avoid tracking. I know that even though I try pretty hard to keep companies from tracking me, they still will keep trying and they have some (limited) data on me (which I delete, if they allow me, on a regular basis).
One reason I don't like Windows 10 is the lack of privacy, especially if you use the default settings (and that's what most people do).
